(For the purpose of this calculation the value of free

quarters up to £150 would be added to basic salary).

15. This scheme would reduce substantially the total cmoluments obtainable at the top of certain of the scalcs in Appendix VI to General Orders, i.e. the Administrative,

Public Works, and Educational scales, which at present offer

total pay while in the Colony of £1300 and under the

suggested scheme would rise only to £1190. We suggest,

therefore, that these scales should rise to £1250 instead

of £1150, the Residential Allowance disappearing at that

point. We appreciate that this means a partial sacrifice of

certain of the objects of the scheme of salary revision,

i.c. the greater uniformity of basic pay with other

Colonial scales and reduction of pensionable emoluments and

leave salary. Nevertheless it scons to us the best

solution of a difficult problem. Among other factors wo

have been influenced by the following:

(a) Very few Administrative officers and only a

proportion of the other services retire on the

maximum of the time-scale.

(b) Difficulty is already being experienced in recruiting

mon on the Public Works scale and a slight

improvement of pensionable prospects may attract

more candidates.

(c) There is dissatisfaction with the Educational scalo
